Five stages. Five gates. One open record.

The accountability loop is the whole method: every AI initiative moves through the same five stages, each entered through a gate that can refuse, and the record stays open until the value is verified.

The loop

Every stage is a gate that can say no

The five-stage accountability loop: Think It Through, Hold It True, Make It Stick, Prove It Matters, Learn and Mature — each stage entered through a gate that can refuse. Think It Through Hold It True Make It Stick Prove It Matters Learn & Mature Fund what deserves it Surface drift early Adoption owned, by name Finance signs the number Outcomes reset the gate Verified outcomes feed the next cycle’s first gate
Each stage is entered through a gate that can refuse. Agents do the work between decisions; people attest the decisions that matter.

Think It Through

The right questions, at the right time, by the right people — so the right investments get made. Leadership sets focus areas; agents screen and dedupe intake against them. No funding envelope, no baseline, no advance — the argument about what counts happens once, at the top.

Hold It True

Keep execution true to what was decided — expose drift, dependencies and broken commitments as they emerge. Execution signals are read from your delivery tooling, not typed into a status field. Scope drift and stalled reviews surface while they are still recoverable.

Make It Stick

Turn deployment into sustained behavior change — value arrives when people work differently. Every initiative carries a named adoption owner and its own target population. An approved idea nobody adopts still counts as zero, and this stage exists to prevent that.

Prove It Matters

Trace outcomes back to the business case and show whether the innovation truly solved the problem. Value moves through its states with source, method and owner on every figure — until a person in Finance puts their name on the number.

Learn & Mature

Capture what was learned, improve how you decide, and reinvest in what is proven to work. Verified outcomes feed the next cycle’s first gate, so screening criteria are tuned by your organization’s own results.

People + agents

Agents work between decisions

Human attestation is required at every consequential decision — gate approvals, baselines, value sign-offs. Everything between those moments is work agents can carry, at your pace and under your policy.

Between each human decision, agents perform the work: they gather, draft, reconcile, and measure; people attest the consequential decisions. A person decides A person decides A person decides attested, on the record attested, on the record attested, on the record agents gather, draft, reconcile, measure agents chase, verify, prepare the evidence Consequential judgment stays human. Everything between those moments is work agents can carry.
People make the decisions. Agents do the work. Human attestation is required at every consequential decision — and the record shows who signed.
Engagement, by design. A science-based engagement engine — recognition, friendly competition and a visible record of contribution — keeps people returning to the problems that matter; the rewards are yours, the administration is the platform’s. Recognition and gamification are supporting mechanics inside behavior change, useful for adoption and never the category. What makes change stick is ownership: a name on every adoption target.
Telemetry, not self-report

Status is measured, not performed

Status reporting is where governance systems die. Propelon reads the systems where the work already happens, so the portfolio view is evidence — and nobody maintains a second system.

  • Drift and milestone signals from delivery and ticketing tools
  • Adoption from platform telemetry, per initiative, against its agreed target
  • Reviewer quorums tracked with calendar awareness — nudges go where people work
  • Baselines attested by named owners before a gate will open
The record stays open

Go-live is not the finish line

Most tools close the ticket at launch. Propelon keeps the record open after go-live — through realized value and into verification — because that is where the answer to “did it pay?” actually lives.

Five distinct value states — opportunity, modeled, committed, realized, verified — shown as separate bars that are never added together. Opportunity Modeled Committed Realized Verified what teams hope for what the case claims what leadership funded what has arrived what Finance signed every idea starts here a name from Finance
Four different questions get four different answers, and a fifth — verified — stands apart. We never collapse them into one number; blending these states is exactly why nobody believes an ROI slide.
Implementation

Your first 90 days

The clock starts at launch. Configuration and readiness happen before Day 1, so onboarding never eats the evaluation window. Your tools stay where they are; the loop goes live around them.

Precondition: an executive sponsor who owns the outcome. Without one, no metric can be honestly committed — so we say so before Day 1, and we do not start without one.
  • Before Day 1 · Readiness

    Launch configuration

Twice-weekly workshops on context, workflows, stakeholders and technical constraints. Success measures defined, baseline metrics captured, data sources connected, focus areas declared, coaches nominated. The platform is configured to your organization before the clock starts.

  • Days 1–30 · Launch

    The loop is live

Intake screening on; first gate reviews run with real reviewer quorums; execution signals reading from your delivery tools; role-based training delivered; engagement designed and running.

  • Days 31–60 · Adoption

    Telemetry flowing

Adoption measured from the systems of work against each initiative’s agreed target population; blockers coached through; behaviors reinforced; executives educated on the record they now own.

  • Days 61–90 · Evidence

    First executive review

Adoption measured and verified through telemetry against the agreed target population, and the first value figures with source, method and owner — the record open until each number is verified.

You

  • Define the success measures.
  • Provide access and data.
  • Nominate coaches.
  • Champion internally — light-touch, named representatives from project management, operations, technology, change management and the business.

Propelon

  • Configure the platform.
  • Deliver role-based training.
  • Design and run engagement.
  • Real-time dashboards, and coaching through blockers.
